feat(core): Add build-time options for bundler plugin parity

Prepares core for removing the unstable_sentry*PluginOptions escape hatch.

• moduleMetadata and sourcemaps.resolveSourceMap become first-class options on BuildTimeOptionsBase
• ReactComponentAnnotationOptions extracted as a shared type, kept out of BuildTimeOptionsBase since it is React-only.
• Adds warnOnRemovedBuildOptions for the per-SDK PRs that follow
