fix(workflows): report malformed workflow roots on remove

Description

WorkflowCatalog.remove_catalog() assumes the parsed YAML root is a mapping. Falsy non-mapping documents can therefore fall through to a misleading empty-catalog error rather than identifying corrupt configuration.

This validates the document root first, matching the catalog loader contract and leaving the malformed file untouched.

Testing

• Tested locally with uv run specify --help
• Ran existing tests with uv sync && uv run pytest (6,655 passed, 177 skipped)
• Added parameterized remove regressions for falsy non-mapping roots
• uvx ruff@0.15.0 check src tests clean
