Replace ESLint and Prettier with Oxlint and Oxfmt across all JavaScript-bearing Copier templates.
This adds per-template Oxlint/Oxfmt configuration, preserves existing formatting choices, enables Svelte formatting, migrates Jupyter lint rules, updates generated-project documentation, and removes stale ESLint editor settings. Generated projects keep the existing lint and fix interfaces while gaining semantic linting in variants that previously performed formatting checks only.
Validated by rendering all eight affected variants into isolated directories, installing their JavaScript dependencies, and running each generated lint command. Jupyter Jest tests also pass, along with JSON config validation, Markdown formatting checks, and git diff --check.
